The Global COE Program was newly launched in 2007 for the purpose of establishing an outstanding global education and research center, while succeeding to the basic concept of the 21st Century COE Program started by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) in 2002.

The 21st Century COE Program was created from the "Grant-in-Aid for Forming Research Locations, etc.," a new project established by MEXT in 2002 under the "Policy for the Structural Reform of Universities (June 2001)." The objective of this program is to form the world's most advanced, internationally competitive and vibrant universities by creating a competitive environment and lending intensive support to the formation of world-class research centers in each field of study, in order for the universities of Japan to rank with the leading universities of the world, improving the level of education and research, and cultivating world leading creative talent.
